Dedicated development team vs freelancer vs agency vs in-house: how to choose
By Milan Tailor, founder of CodBizz · Updated 20 October 2026 · 5 min read
Short answer
Use a freelancer for a small, well-defined task. Use a project agency for a one-off build with a fixed scope. Hire in-house when you need a long-term specialist and can manage them. Choose a dedicated team on a monthly retainer when you have an ongoing product that needs several skills and continuity, without the overhead of hiring.

The four options compared
| Freelancer | Project agency | In-house developer | Dedicated team (retainer) | |
|---|---|---|---|---|
| Best for | A small, clear task | A one-off build with fixed scope | A long-term specialist you can manage | An ongoing product needing several skills |
| Cost model | Hourly or per task | Project quote | Salary plus hiring, tools and management time | Flat monthly fee |
| Continuity | Ends when the task ends | Often hands over and moves on | High, until they leave | High, same team month to month |
| Skills covered | One person | Per project | One person | Web, mobile, backend, cloud under one plan |
| Management effort | You manage | Agency manages, you review | You manage | Team manages, you set priorities |
| Flexibility | High | Changes can add cost | Low, a hire is a commitment | Scale the plan up or down |
| Code and infrastructure | Varies | Varies | Yours | Should be yours: ask |
When each option makes sense
- Freelancer: a landing page, a bug fix, a small integration. Check their availability for follow-ups.
- Project agency: a new product with a clear scope and an end date. Agree what happens after launch.
- In-house: your product is core, you can recruit well, and you have someone who can manage engineers.
- Dedicated team on retainer: you already have a product that must keep growing, you need more than one skill, and you want predictable monthly cost.
Seven questions to ask a retainer partner
- Who owns the code, repositories and cloud accounts? (They should be yours.)
- Who exactly will work on my product, and will it be the same people each month?
- How do you report progress: weekly updates, a shared board, direct access to developers?
- How does your working day overlap with mine?
- What is the notice period, and is there a no-penalty review period at the start?
- How are hosting and third-party costs handled?
- Will you sign an NDA, and how do you handle access to my systems?
How our retainer works
We work on a flat monthly retainer: Starter Partner from $1,200/month, Growth Partner from $2,000/month and Full Tech Team from $3,500/month. Starter Partner covers maintenance, bug fixes and support. Growth Partner adds active feature development with a dedicated developer. Full Tech Team adds multiple developers, ERP, CRM and mobile work, and architecture decisions.
There is no long-term contract. New retainers have a 30-day review period in which you can exit with no penalty; after that, ending needs 30 days’ notice. All code lives in your repositories and your AWS account, and the average client has stayed with us for 4+ years.
How to compare the real cost
For an in-house hire, add salary, recruitment, equipment, software, holidays and the management time it takes. For a retainer, compare the monthly fee with that full figure, and ask what is included. A retainer can be cheaper when you need several skills, and an in-house hire can be cheaper when one specialist is busy all year.
Frequently asked questions
Is a dedicated team cheaper than hiring in-house?
It depends on how many skills you need and how busy a hire would be. Compare the retainer fee with the full cost of an in-house hire: salary, recruitment, equipment and management time.
How quickly can a retainer start?
After the discovery call and proposal sign-off, onboarding can begin within a week. The first sprint usually starts within 10 days of agreement.
Can a dedicated team work alongside our existing developers?
Yes. Many clients bring us in to extend an existing team, take over specific systems, or handle infrastructure while their in-house person focuses elsewhere.
Do we own the code?
Yes. All code lives in your repositories and your cloud accounts. You can walk away at any time with everything intact.
